National Standardization Work Requirements for 2023

一、 Strengthen the development of standards in emerging technology fields and accelerate the transformation of scientific and technological achievements

2. Improve the evaluation mechanism and service system for converting scientific and technological achievements into standards, promote the construction of a standardized service platform for scientific and technological achievements, strengthen intellectual property protection in the process of standard formulation, and accelerate the industrial application of innovative achievements.

3. Targeting key technological breakthroughs in important and cross cutting fields, accelerating the formulation of standards for industrial motherboards, semiconductor equipment, industrial software, new materials, new energy storage, core components, and other fields.

4. Integrate and optimize the entire integrated circuit industry chain standard system, and promote the healthy development of upstream and downstream industries.

5. Improve the standard system for intelligent connected vehicles, new energy vehicles, high-tech ships, next-generation information technology, artificial intelligence, biotechnology and other fields.

二、 Enhance the level of industrial standardization and support the modern industrial system

7. Accelerate the construction of the digital rural standard system. Strengthen the development of standards in areas such as rural infrastructure construction, rural living environment improvement, rural governance, and new urbanization, and promote the construction of pilot projects for new urbanization standardization.

8. Develop guidance on the construction of a standard system for the resource utilization of livestock and poultry manure.

10. Develop a set of key core standards for basic materials, processes, and components.

11. Implement a strong foundation project for equipment manufacturing standardization, increase efforts in the development of intelligent manufacturing, green manufacturing, and service-oriented manufacturing standards, and deploy a batch of pilot projects for equipment manufacturing industry standardization.

12. Implement new industry standardization projects, strengthen research on standards in key technology fields such as aerospace and additive manufacturing, and promote the simultaneous formulation of standards in important basic fields domestically and internationally.

Promote standardization to assist key industries in stabilizing their chains, analyze the demand for industry chain standards in key industries such as industrial machinery, agricultural machinery equipment, and rare earth, draw industry chain standard graphs, and initiate and release a batch of industry chain related standards.

14. Implement a special action to standardize new infrastructure, strengthen the development and construction of core standards and standard systems in areas such as 5G, IPv6, Beidou Navigation, information security, industrial internet, cloud computing, blockchain, etc.

Accelerate the development of digital integration standards for industries such as agriculture, manufacturing, and services, improve the standard systems for smart society and smart cities, strengthen the research on the standard system and key standards for digital green collaborative transformation development, focus on building a data infrastructure system, gradually improve the key link standards in the main field of data element management, and promote digital upgrading and transformation throughout the economy and society.

16. Improve the level of standards in various industries such as cold chain logistics, reverse logistics, international freight, digital finance, asset management, and technology services, and increase the revision of platform economy standards.

17. Further improve the standards for cultural, broadcasting, audiovisual, tourism, sports, leisure, catering and other living industries. Strengthen the development of standards for the protection and utilization of cultural relics.

Revise the General Principles for Restricting Excessive Packaging of Commodities, accelerate the development of mandatory standards for restricting excessive packaging of edible agricultural products, and modify and improve the standards for restricting excessive packaging of food and cosmetics.

19. Strengthen publicity and training on the implementation of standards for restricting excessive packaging of goods, and introduce standard explanations. Conduct pilot projects for statistical analysis of standard implementation.

23. Accelerate the updating and upgrading of energy-saving standards, and carry out carbon emission accounting, key industries' emission reduction and carbon reduction technologies, new and renewable energy, ecological carbon sequestration, and other standard formulation and revision.

36. Organize the implementation of the basic public service standard system construction project, and accelerate the formulation of standards in fields such as social insurance, public culture, and disability services.

37. Strengthen the formulation of national fitness standards and release a batch of mass ice and snow sports standards.

六、 Strengthen international cooperation in standardization and steadily expand standard institutional openness

44. Fulfill China's obligation to serve as a permanent member of the International Standards Organization, continuously deepen its participation in the governance and major policy rulemaking of the International Standards Organization, and contribute China's wisdom.

45. Implement the standard internationalization leap project and actively participate in international standardization activities in fields such as digital technology, brain computer interfaces, artificial intelligence, and sustainable electrified transportation.

46. Conduct assessments and evaluations of domestic counterparts of international standardization technology institutions to enhance China's ability and level of substantive participation in international standardization work.

47. Promote the construction of a bilateral and multilateral cooperation mechanism for standardization, strengthen standard exchanges in the BRICS, Northeast Asia, and Pacific regions, deepen standardization cooperation with regions such as Pan America, Europe, and Africa, and develop a mutually beneficial partnership for standardization cooperation.

75. Strengthen research on standard copyright policies and promote the standardization of mandatory standard adoption work.

76. Promote the establishment of innovative systems such as standard financing, credit enhancement, and standard submission.

77. Establish a group of standardized technology organizations around emerging integration, green and low-carbon fields.

78. Continuously promote the assessment and evaluation of standardization technical committees, and promote the transformation, integration, restructuring, and adjustment of a number of technical committees.
